QUÉBEC GUIDE
Truck QST: the 4,000 kg threshold is net mass.
In a taxable retail sale by a registered dealer, QST collection is not identical for every vehicle. Check the distinctions below before preparing an invoice. This guide explains a simple case; it does not decide an exemption or a special transaction for you.
Net mass, not maximum capacity
Revenu Québec defines a “véhicule automobile” as a self-propelled road vehicle with four or more wheels, designed essentially to transport people or goods on roads, and net mass below 4,000 kg. The threshold is not GVWR or payload. A truck with net mass of 4,000 kg does not meet that definition.
| Situation | Collection |
|---|---|
| Truck below 4,000 kg net mass | Generally at SAAQ registration, calculated by the dealer. |
| Truck at 4,000 kg net mass or more | Collected by the dealer, subject to the tax rules and exceptions. |
| Non-motorized trailer or semitrailer | QST collected by the dealer in a taxable sale; this threshold does not turn a trailer into a “véhicule automobile”. |
Where to find the mass to use
For this collection decision, the SAAQ manual points to the previous registration certificate for a used vehicle and the shipping mass on the Description du véhicule neuf form for a new vehicle. If records conflict or are missing, confirm the document and mass rather than substituting GVWR.
The tax base is not always just the price
For used vehicles covered by estimated-value rules, a value above the agreed price may change the QST base. The Hebdo guide covers automobiles and light trucks; a recent heavy truck does not automatically have that value. Trade-ins, delivery outside Québec, resale and damaged vehicles need separate analysis. Have your accountant confirm the base and records.
Example: a simple taxable sale in Québec
Assumptions: truck with known net mass of 4,000 kg or more, registered dealer, Québec sale, taxable base of $50,000.00, no trade-in, exemption, extra charge or higher estimated value. GST at 5% and QST at 9.975% use the same before-tax base.
| Item | Amount |
|---|---|
| Before-tax base | $50,000.00 |
| GST | $2,500.00 |
| QST | $4,987.50 |
| Total for this example | $57,487.50 |
What to check in TruckDMS
The invoice tax context distinguishes net mass, GVWR, vehicle kind, delivery, trade-in and estimated value. Review these inputs and warnings before issuing. If net mass is missing, the software may treat the truck as 4,000 kg or more and a warning may appear depending on the inputs. That assumption is not evidence of its mass: confirm the records even if no warning appears.
Frequently asked questions
Does 4,500 kg GVWR prove 4,000 kg net mass?
No. They are different measurements. Check the record that establishes net mass.
Does this guide replace the ATAC or my accountant?
No. It replaces neither SAAQ paperwork nor analysis of your transaction. Confirm the rules and evidence for any exception.
